UPDATED LIST: DOD’s contracts with Alabama-linked companies bring $billions in defense spending

The Department of Defense in the past several months has awarded dozens of Alabama-connected companies – many of which are headquartered here – major contracts to support a wide array of military projects, involving almost every branch of service.

Agile Decision Sciences, Huntsville

$8.7 million; cybersecurity

The Defense Counterintelligence and Security Agency awarded Agile Decision Sciences LLC, Huntsville, an $8,721,800 firm-fixed-price modification to a previously awarded to provide enterprise cybersecurity support services.

Work will be performed at Quantico, Virginia, with an estimated completion of June 28, 2025. The cumulative face value of the contract to date is $169.3 million.

CAE USA, Fort Novosel

$14.6 million; helicopter training

CAE USA Inc., Tampa, Florida, was awarded a $14,622,724 firm-fixed-price contract for advanced helicopter flight training services.

Work will be performed at Fort Novosel, Alabama, with an estimated completion date of March 31, 2025.

BL Harbert International, Birmingham

$160 million; construction

BL Harbert International LLC, Birmingham, was awarded a $159,644,808 firm-fixed-price contract for reception barracks construction.

Work will be performed at Fort Jackson, South Carolina, with an estimated completion date of Dec. 28, 2029.

Trideum Corp., Huntsville

$98 million; cyber

Trideum Corp., Huntsville, was awarded a $98,242,108 contract for cyber risk, analysis, modeling, simulation, evaluation and testing support services.

Work locations and funding will be determined with each order, with an estimated completion date of Sept. 26, 2029. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting agency.

Trideum Corp., Huntsville

$80 million, technical support

Trideum Corp.,* Huntsville, was awarded an $80,393,981 contract to develop, integrate and test functional capabilities to emulate future operating environments, provide NRT test monitoring and control, and support end-to-end data requirement.

Work locations and funding will be determined with each order, with an estimated completion date of Sept. 29, 2029. Army Contracting Command, Orlando, Florida, is the contracting agency.

Raytheon Co., Huntsville

$44 million; radar kits

Raytheon Co., Huntsville, was awarded a $44 million contract for engineering services and hardware in support of Radar Interfaced Units Adaptation Kits.

Work locations and funding will be determined with each order, with an estimated completion date of March 23, 2026. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting agency.

Bear Brothers, Montgomery

$8 million; construction

Bear Brothers Inc.,* Montgomery, was awarded a $7,919,500 contract to construct a new 9,941 square-foot facility.

Work will be performed in Birmingham, with an estimated completion date of Oct. 31, 2025. Fiscal 2024 military construction, Army National Guard funds in the amount of $7,919,500 were obligated at the time of the award. U.S. Property and Fiscal Office, Alabama, is the contracting agency.

Sherlock, Smith & Adams; Montgomery

O’Brien Engineering Inc.,* Carrollton, Texas; Sherlock, Smith & Adams Inc., Montgomery, Alabama; The Johnson-McAdams Firm P.A., Greenwood, Mississippi; Atkins/Halff JV, Dallas, Texas; TranSystems Corp., Berkeley, California; and Michael Baker International & Huitt-Zollars, Dallas, Texas; will compete for each order of the $100 million contract for architect and engineering services.

Work locations and funding will be determined with each order, with an estimated completion date of Sept. 30, 2031. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting agency. 

Simulation Technologies; Huntsville

$45 million; technology support

Simulation Technologies, Huntsville, was awarded a minimum $45,314,788 firm-fixed-price delivery order against a three-year, long-term, indefinite-delivery/indefinite-quantity contract for Iron Fist Protection System A-kits.

This is a three-year contract with no option periods. The delivery order completion date is Feb. 28, 2026. Using customers are Army and federal civilian agencies. Type of appropriation is fiscal 2024 Ukraine payback funding. The contracting agency is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama.

American Apparel; Selma

$11 million; apparel

American Apparel Inc.,* Selma, was awarded a maximum $11,115,825 contract for tropical combat uniform blouses and trousers.

This is a five-year contract with no option periods. The ordering period end date is Oct. 28, 2029. Using military service is Marine Corps.

 Axient, Huntsville; NTSI, Huntsville; Sigmatech, Huntsville

$ tbd; Hemisphere program

Axient, Huntsville; NTSI, Huntsville; Sigmatech, Huntsville; are among almost a dozen companies nationwide awarded a $2.5 billion, multiple award contract for the Hemisphere program.

This contract provides for advisory and assistance services for Space System’s Command Space Domain Awareness and Combat Power and Battle Management Command, Control and Communication Program Executive Offices.

Work will be performed in El Segundo, California, and is expected to be completed by Nov. 3, 2034. The Space Systems Command, Los Angeles Air Force Base, California, is the contracting agency.

Dynetics; Huntsville

$204 million; launcher assets

Dynetics Inc., Huntsville, was awarded a $204 million Army contract for procurement of launcher assets, spares and incidentals.

Work will be performed in Huntsville, Alabama; Chanhassen, Minnesota; and Dallastown, Pennsylvania; with an estimated completion date of Dec. 31, 2026.

Dynetics; Huntsville

$670.5 million; hypersonic support

Dynetics Inc., Huntsville, was awarded a $670.5 million contract for the common hypersonic glide body and thermal protection system.

Work will be performed in Huntsville with an estimated completion date of Oct. 31, 2029. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting agency.

Sysco Central Alabama; Calera

$32.4 million; food contract

Sysco Central Alabama, Calera, was awarded a maximum $32,406,744 firm-fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for full line food and beverage items.

This is a 286-day contract with no option periods. The ordering period end date is Sept. 6, 2025. Using customers are Army, Navy, Air Force, Marine Corps and Coast Guard. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

BL Harbert International; Birmingham

$204 million; construction

BL Harbert International LLC, Birmingham, was awarded a $203,926,827 firm-fixed-price contract for construction of an electrical power plant at Camp Lemonnier, Djibouti.

The work to be performed provides for a new constructed electrical power plant with ancillary support facilities, fuel storage, and connections to the existing distribution system. The maximum dollar value, including unexercised options, is $204,237,268.

Work will be performed at Camp Lemonnier, Djibouti, and is expected to be completed by August 2028.

The Naval Facilities Engineering Systems Command, Atlantic, Norfolk Virginia, is the contracting agency.

Radiance Technologies; Huntsville

$49.3 million; technology support

Radiance Technologies Inc., Huntsville, was awarded a $49,319,391 contract for Phase IV of the Secure Advanced Framework for Simulation and Modeling (SAFE-SiM) program.

This contract provides for Phase IV continuation on Radiance Technologies Inc.’s Phase III research results, which is critical to meeting the Defense Advanced Research Projects Agency’s joint all domain theater-wide analysis goals.

Work will be performed in Huntsville, Alabama (50%); Dayton, Ohio (25%); Rome, New York (5%); Basking Ridge, New Jersey (10%); and Albuquerque, New Mexico (10%), with an expected completion date of November 2026.

The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting agency.

Strategic Systems; Decatur

Strategic Systems Inc., Decatur, is one of more than a dozen companies nationwide competing for portions of a $344,119,306 hybrid contract for live training ranges and combat training centers services.

Work locations and funding will be determined with each order, with an estimated completion date of Nov. 26, 2032. U.S. Army Contracting Command, Orlando, Florida, is the contracting agency.

PeopleTec; Huntsville

$261 million; professional services

PeopleTec Inc., Huntsville, was awarded a $261,125,292 contract for program management services, scientific services, engineering services, logistics services, financial services and ancillary services.

Work will be performed at Redstone Arsenal, Alabama; Fort Belvoir, Virginia; and Aberdeen Proving Ground, Maryland, with an estimated completion date of Dec. 5, 2027.

U.S. Army Rapid Capabilities and Critical Technologies Office, Redstone Arsenal, Alabama, is the contracting agency.

SCI Technology; Huntsville

$40.7 million; technology support

SCI Technology Inc., Huntsville, was awarded a $40,701,910 contract to procure SCI Technology Inc. Tactical Operations Center Network Intercommunication System equipment to include: a minimum quantity of 15 power hubs, and a maximum quantity of 3,780 interface panels, 2,060 radio control and audio equipment, 730 speakers, 600 power hubs, and 8,800 cables in support of the Naval Air Warfare Center Aircraft Division, Webster Outlying Field, Special Communications Mission Solutions Division.

Work will be performed in Huntsville and is expected to be completed in December 2029.

Torch Technologies; Huntsville

$13.7 million; engineering services

Torch Technologies Inc., Huntsville, was awarded a $13,690,677 modification to a contract for engineering services.

Work locations and funding will be determined with each order, with an estimated completion date of Dec. 12, 2025. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting agency.

Radiance Technologies; Huntsville

$10 million; weapons technology

Radiance Technologies Inc., Huntsville, was awarded a maximum $9,950,000 indefinite-delivery/indefinite-quantity contract for a multi-architecture mission modeling and simulation effort.

This contract provides for the development of weapons technologies. Work will be performed at Huntsville and is expected to be completed by Dec. 12, 2029. The Air Force Research Laboratory, Eglin Air Force Base, Florida, is the contracting agency.

Agile Decision Sciences; Huntsville

$13 million; health services

Agile Decision Sciences LLC, Huntsville, was awarded a $13,110,452 contract modification for administrative, analytical and consulting services to support, analyze and investigate issues related to military public health, force health protection, and health service support during deployments, extended training missions and operational testing.

Support organizations include the Deputy Assistant Secretary of Defense for Health Readiness Programs and Oversight, Principal Deputy Assistant Secretary of Defense for Health Affairs, Office of the Assistant Secretary of Defense for Health Affairs, the Director Defense Health Agency, the Chief of Staff, and other subordinate program directorates.

The total obligated amount of this contract is increased from $9,691,248 to $22,801,700.

Work will be performed primarily at Defense Health Agency Headquarters, Falls Church, Virginia; subordinate agency locations in the National Capital Region; and San Antonio, Texas. The Defense Health Agency Professional Services Contracting Division, Falls Church, Virginia, is the contracting agency.

M1 Support Services; Denton, Texas

$586 million; aviation maintenance

M1 Support Services LP, Denton, Texas, was awarded a $585,955,930 modification to a contract for aviation maintenance at Fort Novosel, Alabama, with an estimated completion date of Jan. 15, 2026.

Army Contracting Command, Redstone Arsenal, Alabama, is the contracting agency.

Cummings Aerospace; Huntsville

$24 million; weapons development

Cummings Aerospace Inc., Huntsville, was awarded a $15 million modification to a previously awarded contract for high-speed weapons research and development. This modification brings the total cumulative face value of the contract from $9 million to $24 million.

Work will be performed in Huntsville and Niceville, Florida, and is expected to be completed by June 13, 2026. The Air Force Research Laboratory, Eglin Air Force Base, Florida, is the contracting agency.

Amentum Services; Virginia

$49 million; flight training

Amentum Services Inc., Chantilly, Virginia, was awarded a $48,937,575 modification to a contract for Initial Entry Rotary Wing flight training at Fort Novosel, Alabama, with an estimated completion date of Jan. 9, 2027.

Army Field Directorate Office, Fort Eustis, Virginia, is the contracting agency.

B.L. Harbert International; Birmingham

$236 million; construction

B.L. Harbert International LLC, Birmingham, was awarded a $15 million modification to a previously awarded construction contract for the weapons generation facility at Barksdale Air Force Base, Louisiana.

The modification provides for renovations to the integrated maintenance facility. This award brings the total cumulative face value of the contract to $236,033,360. Work will be performed in Bossier Parrish, Louisiana, and is expected to be completed by January 2026.

The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting agency.

Sherlock, Smith, and Adams; Montgomery

Sherlock, Smith, and Adams Inc., Montgomery, is one of almost a dozen companies nationwide competing for each order of a $99.6 million contract for architect-engineer services and construction projects.

$9.4 million; hypersonic development

Concordia Technologies LLC, Huntsville, was awarded a contract to “continue the development, enhancement, analysis and characterization of game-changing hypersonic threat design and engagement scenarios coupled with employment of high-performance computing capability utilized to employ the dynamic data to a traditionally static approach.”

The work will be performed in Huntsville from January 2025 through July 2026.

The Missile Defense Agency, Redstone Arsenal, Alabama, is the contracting agency.

Lockheed Martin Space; Littleton, Colorado

$86.7 million; payload modules

Lockheed Martin Space, Littleton, Colorado, was awarded an $86,700,000 contract for the procurement and delivery of advanced payload modules.

Work will be performed in Denver, Colorado (52%); Huntsville, Alabama (36%); Sunnyvale, California (8%); Michoud, Louisiana (2%); Stennis, Mississippi (1%); and at various other locations (1% total). Work is expected to be completed on Sept. 30, 2027, once the contract is definitized.
