Barlovento LLC, headquartered in Dothan, is among 11 entities chosen to compete for global construction contracts split from a potential $15 billion award approved in support of projects for the Air Force Civil Engineering Center.
The contract provides for design-build and design-bid-build construction services including sustainment maintenance, sustainment repair, restoration, modernization, minor construction, military construction, other procurement construction, and demolition located at various locations worldwide.
If all options are exercised, work is expected to be completed by July 6, 2035, with a contract ceiling of $15 billion.
The contracts were competitive acquisitions with 33 offers received; 11 chosen, including Barlovento, according to the Department of Defense.
Fiscal 2025 operation and maintenance appropriations funds in the amount of $33,000 ($3,000 per awardee) are being obligated at the time of award.
The 772nd Enterprise Sourcing Squadron, Joint Base Lackland-San Antonio, Texas, is the contracting agency.
Barlovento’s extensive DOD record
The Barlovento portfolio includes a strong history of work by the Dothan company for the Department of Defense and federal government. Among some of its projects:
— Design and construction services for a $22.7 million project that included the repair of airfield pavement, T-6 surfaces and airfield apron at Sheppard Air Force Base, Texas.
— Duke Field, Eglin AFB, Florida, design and construction services for a $12.2 million deal that included 11 separate projects and consisted of building additions, new construction, repair and site work projects.
— Design and construction of a $7.7 million, 50-Room, 100-person, 29,063-square-foot dormitory building at Hurlbert Field, Florida, for Mobile District, U.S. Army Corps of Engineers.
— Construction of an 18,400-square-foot chapel and supporting facilities for the 7th Special Forces Complex Chapel, Elgin AFB, Florida. The worship center features regular seating for 202 people and integral features that allow for expanding the seating to 355. It also includes administration offices, restrooms and a mechanical and electrical room.

— Special Ops Engineer Training Facility, Fort Bragg, North Carolina, where the company completed a design-build project consisting of 50,363 square feet of buildings, all site amenities including roads, utilities and parking areas at Patriots Point, Fort Bragg.
— It replaced Hot Cargo Pad 5, using 459,000 square feet of concrete, at Kirtland Air Force Base, New Mexico; as well as the adjacent service ramp and airfield lighting. The work included earthwork, concrete paving, asphaltic paving, aircraft mooring and grounding, lighting, striping and signage. The pad was designed to accommodate C-17 aircraft, however the pad will also support several other airframes.
