Huntsville-based Victory Solutions picks up $75 million contract for unique radar vessel

Victory Solutions Inc., a Huntsville-based company providing a variety of technical, cyber, engineering and communications services to clients such as NASA, Army aviation and missile defense, has won a $75 million contract for work on one of the military’s more unusual vessels.

The Sea-Based X-Band (SBX) Radar is a complex, early-warning radar station fixed upon a large, self-propelled floating platform that operates in the Pacific theater.  It was developed as part of the Missile Defense Agency’s Ballistic Missile Defense System.

“The SBX provides the capability to the combatant commanders to engage ballistic missiles in the midcourse phase of flight,” according to unclassified Defense Department documents.

The Navy refers to the SBX, first deployed in 2006, as a combination of the world’s largest phased-array X-band radar carried aboard a mobile, ocean-going semi-submersible oil platform.

It is modeled after oil platforms used in ocean waters, but with its complex radar/guidance systems instead, and intended to be more mobile with its self-propelled abilities. Some observers have jokingly referred to the SBX platform “as a floating golf ball,” however, its mission remains another tool in service of defending American interests.

Victory Solutions was awarded its $75,156,963 contract to provide communication operations and integration support for the entire SBX vessel, the Department of Defense announced.

The company’s website describes its mission with SBX as providing “mission operations, cybersecurity, satellite communications, IT system upgrades and maintenance for Sea-Based X-Band Radar.”

The work will be performed in Huntsville and Honolulu, Hawaii, with an estimated completion date of Oct. 25, 2029. 

The Missile Defense Agency’s branch in Huntsville is the contracting agency.

Victory Solutions was founded in 2006 as a “Service-Disabled Veteran-Owned, Woman-Owned” small business providing a range of proprietary aerospace products and engineering technical services.
